Mission
To rescue, protect, and empower minors who are victims of prostitution, trafficking, and other sexual exploitation. Through holistic intervention, rehabilitation, and reintegration programs, we aim to restore their lives and potential. By working alongside communities, stakeholders, and government, we strive to eliminate exploitation and create a society that nurtures and safeguards every child.

History of Streetlight
Streetlight “Suga sa Dalan” was founded with a mission to bring light and hope to minors involved in prostitution and victims trafficking in Cagayan de Oro City, Philippines. The organization began its journey in Switzerland on May 1, 2022, founded by Esther Buehlmann and Kathrin Schelker, two Swiss nationals with a deep passion for helping vulnerable children and youth.
Recognizing the urgent need for intervention and support in the Philippines, Esther expanded the organization’s reach and officially established Streetlight: Suga sa Dalan in Cagayan de Oro City in September 2022.
Even before its formal founding in the city, Esther had been actively collaborating with local partner agencies, the City Social Welfare and Development Office (CSWDO), Cagayan de Oro City Police Office (COCPO), Barangays, and other organizations, laying the groundwork for what would become a vital support system for the community.
Since its inception, Streetlight: Suga sa Dalan has been dedicated to rescuing and empowering minors, providing intervention programs, and ensuring access to future support services through strong partnerships with local agencies. The organization continues to grow, guided by the vision of creating safer environments and brighter futures for those in need.

Process Flow of Streetlight
“Suga sa Dalan” Organization
1 Initial Identification & Outreach
- Objective
Identify and reach out to minors involved in prostitution and trafficking
- Actions
- Partner with Barangays, City Social Welfare and Development Office (CSWDO), Cagayan de Oro City Police Office (COCPO), and other organizations for referrals.
- Conduct street-level outreach to minors engaged in prostitution.
2 Assessment & Immediate Intervention
- Objective
Assess the immediate needs of the minor.
- Actions
- Interview the minor to understand their situation (safety concerns, health, emotional state).
- Coordinate with partner agencies for urgent support (temporary shelter, and medical attention).
- Refer to Cagayan de Oro City Police Office (COCPO) or City Social Welfare and Development Office (CSWDO) if legal intervention or protective custody is needed.
3 Referral to Shelter or Support Services
- Objective
Provide a safe and supportive environment for the minor.
- Actions
- Refer the minor to appropriate partner shelters or organizations for temporary or long-term shelter.
- Coordinate with the City Social Welfare and Development Office (CSWDO) for case management and follow-up
4 Comprehensive Case Management
- Objective
Develop a personalized support plan.
- Actions
- Collaborate with partner agencies to design intervention programs tailored to the minor’s needs
- Monitor progress through regular follow-ups with the minor and partner organizations.
5 Rehabilitation & Empowerment
- Objective
Help the minor rebuild their life and reintegrate into society.
- Actions
- Facilitate access to education, vocational training, or skills development programs.
- Provide counseling services (via partners) to address trauma and build self-esteem.
- Work with partner agencies to find employment opportunities or further education.
5 Long-Term Support & Advocacy

Ensure sustainable support and raise awareness about the issue.

- Maintain regular contact with rehabilitated minors to ensure their well-being.
- Advocate for stronger policies and support systems for trafficked and prostituted minors.
